Why in News?
Recently, the Department of Consumer Affairs announced that it has set up a committee chaired by Nidhi Khare, Additional Secretary to develop a comprehensive framework for 'Right to Repair'. हाल ही में, उपभोक्ता मामलों के विभाग ने घोषणा की कि उसने 'मरम्मत के अधिकार' के लिए एक व्यापक ढांचा विकसित करने के लिए अतिरिक्त सचिव निधि खरे की अध्यक्षता में एक समिति का गठन किया है।
Proposed Sectors for Implementation (कार्यान्वयन के लिए प्रस्तावित क्षेत्र):
1. Farming Equipment (कृषि उपकरण)
2. Mobile phones/tablets (मोबाइल फोन/टैबलेट)
3. Consumer durables (टिकाऊ उपभोक्ता वस्तुएं)
4. Automobiles/automatic equipment (ऑटोमोबाइल / स्वचालित उपकरण)
Background -
The idea originally originated from the United States, where the Motor Vehicle Owners' Right to Repair Act of 2012, required manufacturers to provide the necessary documentation and information to allow anyone to repair their vehicles. यह अवधारणा मूल रूप से संयुक्त राज्य अमेरिका से उत्पन्न हुई थी, जहां मोटर वाहन मालिकों को राइट टू रिपेयर अधिनियम 2012 के तहत निर्माताओं को आवश्यक दस्तावेज और जानकारी प्रदान करने की आवश्यकता थी ताकि किसी को भी अपने वाहनों की मरम्मत करने की अनुमति मिल सके।
Proposed Framework:
👉Under this regulatory framework, it will be mandatory for manufacturers to share their product details with customers so that they can get them repaired either by themselves or by third parties, rather than relying on the original manufacturers. इस नियामक ढांचे के तहत, निर्माताओं के लिए यह अनिवार्य होगा कि वे अपने उत्पाद विवरण ग्राहकों के साथ साझा करें ताकि वे मूल निर्माताओं पर निर्भर होने के बजाय स्वयं या तीसरे पक्ष द्वारा उनकी मरम्मत कर सकें।
👉The law also aims to help harmonies the trade between Original Equipment Manufacturers (OEMs) and third-party buyers and sellers, thus also creating new jobs. इस कानून का मूल उद्देश्य उपकरण निर्माताओं (OEMs ) और तीसरे पक्ष के खरीदारों और विक्रेताओं के बीच व्यापार में सामंजस्य स्थापित करने में मदद करना है, इस प्रकार नए रोजगार भी पैदा करना है।
