Ladakh Achieves Full Functional Literacy with ULLAS
Union Territory of Ladakh achieves more than 97% literacy through ULLAS
On25 June 2024, Ladakh: The Union Territory of Ladakh has achieved full functional literacy through the ULLAS (Understanding of Lifelong Learning for All in Society) program. According to the Union Education Ministry, Ladakh has surpassed 97 percent literacy. This achievement was announced by the Lieutenant Governor of Ladakh, Dr. B.D. Mishra, at a function in Sindhu Sanskritik Kendra (SSK), Leh.
ULLAS Scheme Overview
The ULLAS Nav Bharat Saaksharta Karyakram is a centrally sponsored scheme implemented from 2022-23 to 2026-27. The scheme focuses on adult education and lifelong learning, aligning with the National Education Policy (NEP) 2020. The scheme aims to cover all aspects of adult education and is designed to benefit non-literates aged 15 years and above across all States and Union Territories in India.

- Ladakh's Literacy Rate: Over 97 percent functional literacy achieved.
- Beneficiaries: Over 77 lakh people have benefitted from the scheme nationwide.
- Enrollment: More than 1.29 crore learners and 35 lakh volunteer teachers are enrolled on the ULLAS Mobile App.
Scheme Details
- Total Outlay: Rs.1037.90 crore for the period 2022-23 to 2026-27.
- Government of India's Share: Rs.700 crore.
- State's Share: Rs.337.90 crore.
Aim and Target of the Scheme
The ULLAS scheme aims to provide foundational literacy and numeracy to five crore non-literates aged 15 years and above by the end of its implementation period. This will be achieved through online classes conducted by volunteer teachers using the ULLAS app.
Ladakh's success in achieving such a high literacy rate is a testament to the effectiveness of the ULLAS scheme and the dedication of the volunteer teachers and learners involved. This milestone sets a positive example for other regions in the country to follow.
